On August 20, 2026, the SBA published a proposed rule in the Federal Register that represents the most significant restructuring of small business size standards in decades. It is The Biggest Size Standard Overhaul in Decades — SBA is proposing to restructure size standards across 338 industry groups and is the biggest Size Standard Overhaul in decades. These proposed rules are not minor adjustments! Instead, they would fundamentally change the entire size standard framework for federal and state/local contractors they participate in small business programs, which would include programs such as state and local MBE/WBE and USDOT DBE programs.
